It makes sense what you say. As you showed it, the measurements and signals, having no connection to any reference point common to the op amp, are never going to make sense. Your problem is that your signal voltages and meters are not connected to datasjeet supplies, but are completely floating. It’s datwsheet more years than I can remember since using breadboard but shouldn’t the op-amp sit over the trough that runs horizontally through the middle: I tried with another another brand it worked.

I think you are right since in my second try with another lm I inserted it in the middle and it worked.

I dont think thats problem here. Have you probed the voltages on each pin to make sure they are correct? If you applied -9V from a single rail supply, you’ve probably fried it. If I apply 9V as input there is no output. I can roughly datadheet that, but have you probed each pin with the multimeter to check it is at the expected voltage – e.
What could be wrong? Please edit your schematic to show what you actually connected.
